Fiscal Impact:
Request $460,643 in previously set aside American Rescue Plan Act (ARPA) revenue replacement funds to purchase the ladder truck. The FY 2021-22 Budget allocated $1,000,000 to purchase a ladder truck, however due to operational requirements of the Department an additional $460,643 is needed in the current fiscal year for the purchase of a Sutphen SPH 100' Aerial Platform Ladder Truck.

Recommendation
Fire Rescue requests the approval to purchase a Sutphen SPH 100' Aerial Platform Ladder Truck in the current fiscal year. Currently $1,000,000 is budgeted for the purchase of a ladder truck. Request the board authorize the transfer of $460,643 from approved ARPA revenue replacement funds to the current fiscal year and be utilized for the purchase of this capital equipment. Fire Rescue further requests delegation to the County Manager to approve all necessary Budget Change Requests (BCRs) or other administrative actions required to transfer funds and complete the purchase with coordination through Risk Management, County Attorney and Central Services Offices.

Summary Explanation and Background:
Due to operational requirements, extended delivery times, and to lock in current prices which are expected to increase, Fire Rescue requests the Board's approval to purchase the enhanced ladder truck in the current fiscal year. The truck was previously identified for purchase in FY25 as part of the department's forecast of future requirements. To provide due diligence and ensure fiscal prudence in the purchase of the Sutphen Platform Truck, Fire Rescue required three (3) cooperative purchase quotes. Cooperative purchases are conducted by third-party solicitation companies or government entities to provide fair and efficient acquisitions.
