It is requested that the Board of County Commissioners acknowledge Commission District 1’s identified use of $737,000 of American Rescue Plan Act of 2021 (ARPA) Revenue Replacement Funds be allocated towards the construction of the Florida Coast to Coast Parrish Park Trailhead in Titusville.

Summary Explanation and Background:

On July 20, 2021, the Board of County Commissioners approved the allocation of $2 million in American Rescue Plan Act (ARPA) Revenue Replacement funds for general governmental services.  The funds are to be used at the discretion of each Commissioner to address identified needs.  Each Commissioner was asked to bring intended uses back to the Commission and District 1 has identified that $737,000 of ARPA Replacement Revenue funds be obligated to the Florida Coast to Coast Parish Park Trailhead construction project.

 

On March 6, 2018, the Board of County Commissioners authorized the advertisement and award of the RFQ’s/Bids for Design/Engineering Services and award the construction bid for the Florida Coast to Coast Parrish Park Trailhead.  This project is administered by the Florida Department of Transportation (FDOT) through the Local Agency Program (LAP).  Design of the project is complete, and the Notice to Proceed to begin construction is anticipated to be issued in August 2022.  Funding for this project is a partnership between District 1 ARPA Revenue Replacement funds, FDOT, Space Coast Transportation Planning Organization and the Parks and Recreation Department.
