Recommendation
Fire Rescue requests Board approval to retain the full balance of the Department of Health Resources and Services Administration (HRSA) Funds in the amount of $172,955.86 and authorize the BCFR Chief of Finance to digitally sign the attestation documents; and authorize the County Manager, or designee, to sign subsequent budget change requests, administrative actions, and transfers needed to cover eligible expenses or lost revenue.

Summary Explanation and Background:
On November 3, 2021, Fire Rescue applied to the Department of Health Resources and Services Administration (HRSA) Phase 4 for the loss in billable EMS transport revenues for fiscal years 2020 and 2021. Subsequently, on December 16, 2021, Fire Rescue was notified and awarded an additional $172,955.86 in relief funds. The BCFR Chief of Finance has 90 days from receipt of funds to sign the attestation document. This transfer has been recorded by County Finance and placed into a separate account pending Board approval.
Under the terms of agreement of the Relief Fund, “Providers may use these payments to cover eligible health care-related expenses or lost revenues that are attributable to coronavirus incurred between January 1, 2020, and the end of applicable period of availability.”
Fire Rescue is required to submit reports as determined by the Secretary of the Department of Health and Human Services.
