Recommendation
It is requested that the Board of County Commissioners approve permission to develop and advertise a competitive solicitation to complete Brevard County Detention Facility Security Controls Upgrade to jail cells to include but not limited to locks, doors, and door frames to meet security standards. Authorize the County Manager to: 1) execute all necessary contract(s), contract amendment(s), and extension(s) upon review and approval of the County Attorney's Office, Risk Management and Purchasing Services; 2) execute all necessary budget change requests; and 3) authorize an Inter-Departmental Loan from Insurance Reserves of up-to $2.5 million with repayment from Public Works Department/Facilities amortized over up to 4 years with interest accruing on the outstanding balance at the County's consolidated interest rate.

Summary Explanation and Background:
The Brevard County Sheriff's Office Jail Complex was constructed in 1983. At the time of construction 38 years ago, the Jail Complex was considered to be state-of-the-art by most standards. The Jail Complex has served the County well and structurally the facilities are in good condition.

The cell doors, frames, and lock systems have properly functioned as designed to detain the cell occupants, but they have exceeded their useful life. As a result of harsh conditions these security system components endure, they could be compromised and endanger BCSO staff and possibly other inmates at some point in the future if an upgrade does not occur.

This project will be funded with an Inter-Departmental Loan from the County's Insurance Reserves of up-to $2.5 million with repayment from a portion of the annual Public Works Department/Facilities budget over three to four years ...
