Recommendation
In response to Health First Health Plan’s decsion to sunset Large Group, Small Group, Group Medicare, and Third Party Administered (TPA) coverage in 2022. It is requested that the Board of County Commissioners authorize the office of Human Resources/Employee Benefits to release a Request for Proposal for Group Health program for plan year 2022 and authorize the Employee Benefits Insurance Advisory Committee (EBIAC) to act as the Selection Committee to evaluate proposals to make recommendations to the Board on the requested RFP.

Summary Explanation and Background:
The County has been operating its own group self-insurance program for the past 20 years. In an effort to ensure that the County continues to offer the most cost-effective group health insurance, the Office of Human Resources/Employee Benefits intends to solicit proposals for group health for the 2022 health plan year while potentially improving our market position through the addition of new public entity employers and the additional insured lives we would be able to leverage in the marketplace.
