Discussion regarding the disbursement of federal stimulus funds of roughly $118M to Brevard County.  It is presently anticipated that roughly $59M will be received in the near future with the remainder arriving at a later date.

Summary Explanation and Background:

 

There is little harm in accepting applications as soon as possible for a second round of countywide small business grants with the same original limits and requirements as we mandated for the first round of funding put in place last year. Once we have firm guidance from the U.S. Dept. of the Treasury, we can then begin processing applications with folks having already submitted what we anticipate will be needed to process such applications. If additional documents are needed, we can then require that only those documents be added to existing applications. I would propose we allocate no less than $9M in new funding to ensure that we have adequate funding to make meaningful grants countywide.

 

With the proposed fire assessment, I would also like to discuss setting aside a portion of the stimulus funds to offset the increase for the first year and, possibly, the second year in which it would be implemented for all those who would face an increase and who are not involved in active litigation with Brevard County or owe Code Enforcement or similar fines.

 

Lastly, I would like to determine whether the BoCC is amenable to earmarking a portion of the second roughly $59M of the upcoming stimulus funds to complete the necessary allocation to make constructing the new EOC a fully funded reality.

 

We can do all of these things and still have ample funding to ensure that we maintain feeding, housing, and reemployment initiatives of the scope we put in place with the initial round of funding.
