Recommendation
It is requested the Board of County Commissioners:
- Authorize Purchasing Services to Develop and Advertise an Invitation to Bid for Decontamination Machines;
- Authorized a reduce bidding time period of 7 days (in lieu of 21 days);
- Authorize the County Manager or designee to issue the award notice(s) and purchase order(s) to the awarded vendor(s) that can provide the machines as requested.

Summary Explanation and Background:
Purchasing Services ESF 7 staff have received requests from County Departments, local municipalities, and various public safety departments (both County and Municipal) for Decontamination Machines to assist in decontaminating vehicles, surfaces, and office spaces in response to the COVID-19 pandemic. The Invitation to Bid will be for the actual machines as well as sufficient decontamination solution to last until the end of the calendar year.

The various requesting agencies have been provided with specifications of various machine manufacturers to determine which machine will meet the specific needs of the requesting agencies.

The machines will allow the users to decontaminate large public areas and vehicles in a more efficient manner.

Purchasing Services is requesting authorization from the Board to develop and advertise for award an invitation to bid for vendors to respond to. Purchasing Services anticipates multiple vendors being awarded purchase orders due to the various specifications and needs of the requesting agencies.

The funding for these machines will come from CARES Funding that was previously authorized by the Board for Public Health/PPE. The Board previously allocated $7,000,000 for this category. Previous expenditu...
