Recommendation
It is requested that the Board of County Commissioners approve the following actions for a State FY2021 Public Transit Block Grant from the Florida Department of Transportation in the amount of $1,795,105:
* the Chair to sign the Authorizing Resolution,
* the Chair to sign the Follow-Up Grant Agreement, contingent upon County Attorney and Risk Management approval,
* the Transit Director to execute any additional follow-up documentation, resolutions, and amendments necessary to secure these funds,
* authorize the County Manager to execute necessary Budget Change Requests.

Summary Explanation and Background:
The Block Grant Program is the base program of the Florida Department of Transportation to provide funding for public transportation throughout the state. The funding for the program is from the State of Florida's Transportation Trust Fund and is allocated to transit systems based on ridership, revenue miles and population.

Space Coast Area Transit is able to use the Block Grant Program funding for capital purposes up to a 50% match or for operating costs not to exceed 50% of costs, excluding fare box, advertising and federal transit revenues. Space Coast Area Transit uses the entire Block Grant funding for operational service.

In addition, to the 50% of match requirement, Block Grant Program funding cannot exceed local revenue received during the term of the agreement and Block Grant Program funds shall not supplant local tax revenues made available for operations in the year immediately preceding this Agreement. Fiscal impact for FY2020-2021 and F2021-2022 will be $1,795,105.
