It is requested that the Board of County Commissioners adopt the 2020 Title VI Program Update Report for Space Coast Area Transit as required by the Federal Transit Administration.

Summary Explanation and Background:
Space Coast Area Transit, as the public transportation provider in Brevard County, is required to submit to the Federal Transit Administration (FTA) a Title VI update that documents the level and quality of transit service provided for minority and low-income areas, pursuant to Title VI of the Civil Rights Act of 1964, as amended. This report is submitted every three years and is intended to demonstrate compliance with Title VI requirements that preclude discrimination in the provision of transit service and transit-related amenities. The purpose of this plan is to assure that no persons, on the grounds of race, color, or national origin is excluded from participating in, denied the benefits of, or subjected to discrimination under any program or activity receiving Federal financial assistance from FTA.
This update incorporates the following:
? Complaint instructions now include how to file directly with FTA Civil Rights Head Quarters
? Provides all information required for list of complaints: (no complaints this period).
? Describes public participation activities as it relates to Title VI and LEP communities
? Summary of public outreach for the reporting period
? Addition of a Spanish version of the complaint form for the website.
Once the Program Update is certified by the Federal Transit Administration, that certification will last 3 years until April 1, 2023.
