It is requested that the Board of County Commissioners approve and authorize the Chair to sign Amendment No. 6 to the Fleet Maintenance and Management Contract for Space Coast Area Transit for a 92-day contract extension until July 31, 2020 with First Vehicle Services, Inc.

Summary Explanation and Background:

Space Coast Area Transit contracts out their Fleet Maintenance and Repair Management to First Vehicle Services, Inc. The current contract is set to expire on April 30, 2020. On August 7, 2019, the Board approved the Annual Supply Bids, Proposals, and Requests for Qualifications for FY 2020, which included Space Coast Area Transit's Fleet Maintenance and Repair Management. These services are paid by Federal Transit Administration grant funds.
Every three years the Federal Transit Administration conducts an grant administration review (audit) to ensure that all Federal Grants are administered in accordance with the requirements of Federal Laws, administrative and statutory requirements. Brevard County Transit Services underwent their triennial on-site review in December 2019.
Staff has been working with the Federal Transit Administration on an area of deficiency with procurement regarding how fuel is purchased by First Vehicle Services, Inc. The Federal Transit Administration will not review the Department's procurement oversight correction until March 12, 2020, therefore the Department does not want to issue a new RFP, which includes fueling services, until the Federal Transit Administration accepts the procurement correction.
