Recommendation

It is requested that the Board of County Commissioners:

1.                     Authorize Purchasing Services to develop and release for advertisement a Request for Proposal for Bond Counsel Services for Brevard County.

2.                     Approve the Selection and Negotiation Committees consisting of:

a.                     Gerard Visco, Human Resources Director

b.                     Katherine Wall, Assistant to County Manager

c.                     Abby Jorandby, Assistant County Attorney

3.                     Authorize the Board of County Commissioners Chair to execute all resulting contracts, contract amendments, and contract renewals upon review by the County Attorney’s Office and Risk Management Office.

4.                     Authorize the County Manager to approve any necessary budget change requests.

Summary Explanation and Background:

The County has had a contract with Nabors, Giblin & Nickerson, P.A., for Bond Counsel Services since 2010.  In March of 2015, Purchasing Services issued a request for proposal for Bond Counsel Services.  Five responses were received in response to the request for Proposal.  In July 2015 a selection committee evaluated all five responses and selected Nabors, Giblin & Nickerson, P.A. as the highest ranked proposer.  On July 22, 2015 a contract with a three-year term and two single year renewal options was executed with Nabors, Giblin & Nickerson, P.A.

 

The current contract is in its final renewal year and set to expire on July 22, 2020.  Purchasing Services is requesting permission to develop a new request for proposal and advertise so that there will not be a break in service between the existing contract and any resulting new contract.
