It is requested that the Board of County Commissioners allocate the Parks and Recreation Central Area playground shade structure savings to Mitchell Ellington soccer field lighting and provide staff direction regarding Kelly Park East shore damage.

Summary Explanation and Background:
At the February 21, 2023 Board meeting, Item F. 8. Approval, Re: Budget Change Request for Parks and Recreation was tabled for further consideration. Based on the input received, it is requested the $187,291 savings from the purchase and installation of playground shade structures in the Parks and Recreation Central Area be set aside in the Mitchell Ellington soccer field lighting project until such time as full funding is allocated by the Board or other direction is provided.

On November 10, 2022, the shoreline at Kelly Park East was damaged during Hurricane Nicole. At the February 21, 2023 Board meeting Commissioner Goodson inquired as to what the cost would be to re-shape the beach.

Considerations for Reshaping the beach at Kelly Park East:

* As the shoreline abuts the Indian River Lagoon, if the beach were to be reshaped, permits from St. Johns River Water Management District and the Army Corp of Engineers would need to be obtained.
* A new engineered design would be required and approved by the authorities having jurisdiction. The estimated cost for design and permitting is $50,000.
* The estimated cost to construct the reshaped beach is $90,000.
* The estimated time for project completion is 12 - 18 months...
