Recommendation
It is requested the Board of County Commissioners authorize a Task Order in the amount of $395,600 to Atkins, Inc., utilizing Data Transfer Solutions, LLC as a subcontractor, for the 2023 Pavement Condition Assessment. It is further requested the Board authorize the County Manager to approve any Budget Change Requests associated with this action.

Summary Explanation and Background:
In 2019, the County awarded the Request for Qualifications to Data Transfer Solutions, LLC, (DTS), a subsidiary to Atkins, Inc., to perform a Pavement Condition Assessment (PCA) which was completed in early 2020. The services performed by DTS included a roadway inventory, Pavement Condition Index (PCI), Structural Condition Index (SCI) data, and a report of the findings and recommendations. The 2019 assessment is a resourceful tool used in the management and selection of the County's road resurfacing and reconstruction program. It also serves as a report card on the County's continued investment. The Public Works Department requested Atkins, Inc., under contract with the County as a continuing consultant, to perform an update to the 2019 PCA. Atkins proposed utilizing DTS to perform some of the key services, as permitted under the County's continuing consultant contracts.

The scope of services includes the identification of pavement distresses and existing road conditions as well as the establishment of updated PCI values.
