Fiscal Impact:
Implementation of the plan is approximately $25,000 to $30,000 in staff costs annually. However, if the Board chooses not to approve the Plan update, Space Coast Area Transit will be unable to draw Federal Transit Administration (FTA) funding of $7,000,000 annually.

It is requested that the Board of County Commissioners approve and authorize the Chair to execute the update to Brevard County Space Coast Area Transit Public Transportation Safety Plan (PTASP) 2022.

Summary Explanation and Background:
The Federal Transit Administration requires most transit agencies develop and continuously update their Safety Plans which includes the processes and procedures necessary for implementing Safety Management Systems (SMS). Also included are the need for each transit system's setting safety targets for reducing accidents, incidents, and injuries by implementing new safety committees, safety promotion campaigns, reporting and training.
Key Updates to the 2022 PTASP are:
1. Provision was added requiring the addition of a Safety Committee to review safety issues, hazards, safety inspection reports and accident investigations and corrective actions.
2. Update from Bipartisan Infrastructure Bill requirement that unions have front line workers included on the Safety Committee made to Plan.
3. Addition of provision for monthly Safety Committee meetings.
4. Updating the Accountable Executive to list Terry A. Jordan and Safety & Training Coordinator to reflect Roderick D. Carter.
The FTA provided technical assistance toward writing of the first plans and Brevard County Transit Services initially developed its Public Transportation Agency Safety Plan (PTASP) in 2020 which was approved at the December 3rd 2020 BOCC meeting. FTA allows for transit systems to annually ...
