It is requested that the Board:

1.                     Authorize the Chair to execute the Lease Agreement between the Valkaria Airport and the Parks and Recreation Department for the operation of the Habitat Golf Course;

2.                     Authorize the County Manager to sign any associated budget change requests.

Summary Explanation and Background:

In 1958 the United States of America deeded 631.65 acres to Brevard County for Valkaria Airport. In 1992, Valkaria Airport and the Parks and Recreation Department entered into a 30 -year Lease Agreement in which approximately 211.11 acres of the land leased from the Airport was and is used as the Habitat Golf Course.

 

The Valkaria Airport and the Parks and Recreation Department wish to enter into a new Lease Agreement whereby the 211.11 acres of Airport land developed as the Habitat Golf Course remains a golf course and continues to provide recreation amenities to the public. The initial term of the lease is ten years with an option to renew for an additional ten years.

 

The annual lease is $130,000.  Beginning March 1st, 2023 and each year thereafter, the lease payment will increased by 2% annually or by the Consumer Price Index for All Urban Consumers (CPI-U) utilizing the previous calendar year’s 12-month CPI average, whichever amount is higher. 

 

The Federal Aviation Agency has reviewed and concurs with the terms of the Lease Agreement.
