Requested Action:
Recommendation
It is requested that the Board of County Commissioners:
1) acknowledge Commission District 5's identified use of American Rescue Plan Act of 2021 (ARPA) Revenue Replacement Funds,
2) authorize the Housing and Human Services Department to negotiate and develop a contractual agreement with the identified agency,
3) authorize the County Manager to execute related Contracts, Agreements, Amendments, and/or Modifications upon approval of Risk Management and the County Attorney's Office, and
4) authorize the County Manager to execute all necessary budget change requests for the projects listed in this Agenda.

Summary Explanation and Background:
On July 20, 2021 the Board of County Commissioners approved the allocation of $2 million in American Rescue Plan Act (ARPA) Revenue Replacement funds for general governmental services as identified by each Commissioner. The funds are to be used at the discretion of each Commissioner to address their identified District's needs. Each Commissioner has been asked to bring intended uses back to the Commission for acknowledgement. District 5 previously identified $1,705,540 in activities for which ARPA Revenue Replacement funds were acknowledged on December 21, 2021.
Commission District 5 will be using the remainder of its allocation of ARPA Revenue Replacement funds ($294,460) to support Brevard County's local Community Mental Health Provider (Circles of Care, Inc.) in their efforts to address facility/infrastructure deficits that were identified and/or exacerbated during the COVID-19 public health emergency as follows:
