Fiscal Impact:
FY 21-22 - Up to $1,300,000 in grant funds from the Low Income Home Energy Assistance Program - American Rescue Plan Act (LIHEAP-ARPA) program will be utilized for this procurement. There will be no impact to the General Fund.

Recommendation
It is requested that the Board of County Commissioners (1) authorize the Development, Advertisement, and Award of Bid for Heating, Ventilation, and Air Conditioning (HVAC) services; (2) authorize the County Manager or his designee to sign contractual agreements, modifications, and amendments for services upon approval of the County Attorney and Risk Management; and, (3) authorize the County Manager to execute all necessary budget change requests.

Summary Explanation and Background:
Brevard County has received an additional allocation of $881,932 in Low Income Home Energy Assistance Program - American Rescue Plan Act (LIHEAP-ARPA) grant funds through the Florida Department of Economic Opportunity (DEO). Unfortunately, these funds have an abbreviated expenditure date of September 30, 2022 as determined by the U.S. Department of Health and Human Services. Therefore, staff has begun identifying eligible recipients and reviewing wait lists.
DEO has authorized utilizing the funds to replace HVAC systems (and ducts if needed) for income eligible households up to $15,000 per home. Under LIHEAP-ARPA, income eligibility is tied to a combination of income and household size. For households with eight or less members (the vast majority of applicants), income can not exceed 60% of the State Median Income ($50,071 for a household of four).
