Recommendation
It is requested that the Board of County Commissioners provide staff direction on the continued use of Federal Legislative Lobbyist Services as outlined below:
1. Authorize the development and advertisement of a Request for Proposal for Federal Legislative Lobbyist Services; and
a. Approve the appointment of the Selection and Negotiation Committees consisting of:
* Ian Golden, Housing and Human Services Director;
* Terry Jordan, Transit Services Director;
* Amanda Elmore, Natural Resources Deputy Director; and
* County Commissioner, if appointed by the Board (Commissioner Tobia was appointed to the previous selection and negotiation committee).
b. Authorize the Chair to execute any and all resulting contracts, contract amendments, contract renewals, and any necessary contract extensions upon review and approval by the County Attorney's Office, Risk Management, and Purchasing Services; and
c. Authorize the County Manager to approve any necessary budget change requests.
2. Make the determination that Federal Legislative Lobbyist Services are no longer needed

Summary Explanation and Background:
Brevard County seeks to retain the services of a qualified Federal Legislative Lobbyist to serve on behalf of the County Commission as a consultant and advisor to act directly or solicit others to act for the purpose of assisting with and/or representing the County Commission in policy, legislative, appropriations, and technical matters that come before the President, Executive Branch, Cabinet, Congress, Federal Agencies and their staff, economic development organizations, and aerospace industry representatives. The Federal Legislative Lobbyist must be able to provide a full scope of Legislative Lobbyist Services and demonstrate experience.
