It is requested that the Board authorize legislative intent and permission to advertise an ordinance amending Section 14, Article III of the Brevard County Code, allowing Animal Services to assume the responsibility of inspection and authorization of animal care facilities and changing the licensure system to a business tax receipt system.

Summary Explanation and Background:
The County currently has an ordinance in place, Section 14, Article III of Brevard County Code, whereby the county health department is authorized to inspect animal care facilities and issue licenses for their operation. This ordinance was adopted in 1979. This amendment will allow the county’s Animal Services department to assume the responsibility of inspecting and authorizing animal care facilities to operate.
The proposed amendment will help ensure the safety of animals at facilities such as boarding and grooming establishments by allowing Animal Services to inspect the premises during normal business hours. Further, the licensure system from the current ordinance will be replaced with business tax receipt system. Operating licenses will no longer be issued; instead, animal care facilities will apply for a business tax receipt from the Tax Collector’s Office and be inspected by Animal Services before receiving one.
